Sure, have you ever installed CC in your game by the way of .package files? It's similar to that.
If not, and you don't have a mods folder, here's a link how to create a mods folder

You'll need a 'zip' program like WinZip or 7zip. This is because the mods will be compressed when you download them. These programs "open" them up.

Traffic I would also suggest getting
Overwatch and
ErrorTrap. These have made a HUGE difference in my game. It is way more stable.
