It is not usually required to have a third party program to open zip files, that's why we use that format. Both Windows and the Mac OS can decompress them natively with right-clicks. The 7zip program is great (and free/open sourced), but it's required for rars and 7zs, it shouldn't be needed for zips. Winzip is not free and I believe is only really required for files with password protection.
But yes, this does sound like career limo breakage and the Traffic mod will fix it so that Overwatch doesn't have tens of thousands of unnecessary limos behind the scenes to clean up each night. Once the mod is installed, one setting needs to be changed from the default. On City Hall or an in-game computer, NRaas > Traffic > Routing > Allow Performance Career Limos > False.
