The horses wander throughout the town. Sometimes I have spotted them from world view. And they all eventually end up at the lake mentioned earlier. I have also had my sim go out there to watch the horses. That is also the place where the unicorns spawn. You could try putting out a horse trough, some hay or the salt cube out on your lot. Maybe that would attract them?
