Yes, I've ran Sims 3 on this computer before but I've had to do a few system resets since then. My computer isn't really cluttered with anything and runs Sims 4 just fine. I've tried what feels like everything under the sun from tampering with the options.ini file (that I swiped off my laptop; I had downloaded the game onto it just for that file) to sending EA support my MSinfo32 and DxDiag along with adding Sims 3 to my NVIDIA Control Panel and setting the power mode to max or whatever.
