Unable to start game. Device 0 cannot run this title

@SimsScareMe - Let's call on a systems build expert to learn what we are missing here.

@chesterbigbird - Hey there. If you get a chance, do you see any flags that should be raised? Could the Device 0 error be related to the Win Creators Update in this case or perhaps some power supply issue that only shows up when TS3 is launched but not TS4? (sounds strange now that I've typed that out...)
