I was sorting through cc on my pc and I stumbled across Simsville IP. I had extracted the world into .world file form as I was having endless stability issues with the launcher & I try to avoid using it as much as possible.
You'll have to put this into your Programs-Electronics Art-The Sims 3-GameData-Shared-NonPackaged-worlds folder.
It may or may not break any saves that you might have set up, sorry about that.
Just delete the file to remove from game.

I am not keeping Simsville IP on my pc. So if the above links goes dead, I won't be able to reupload it.
I personally prefer grandelama versions of Simsville. It does have cc but it is populated and the town itself is faithfully reproduced.
