You're going to run out of memory one way or another when you have 100+ sims in a neighborhood with over a dozen expansion packs installed. 4 GiB simply isn't enough for the game to handle everything.

And what you say is contradicted, in part, by RTS games. Get into those. Hundreds of units under your command, each following a different order and each order set individually? Yeah, people do that kind of crap all of the time, and I can't name a single RTS game that isn't 32 bit. If memory were going to be that much of an issue, these people who sometimes crash servers just because of how many units they're fielding against each other would certainly notice first.
Also, if you paid any attention to anything I said about memory in this topic, you would notice I said that even without all of that, you're going to run out of memory anyway, no matter what you do. Why? Because Sims 3 has a memory leak. Which, if you had any actual knowledge of even the basics of computer programming, you would know means that the longer the game is running, the more of a computer's resources it is eating up, and thus the whole issue of a limit imposed by 32-bit is a good thing because it can keep the game from crashing the entire computer when it eventually eats its limit.
