Even if it is 32-bit, EA could recompile them as 64-bit and release a Store Content Update and the problem is resolved. Sure, all unofficial mods will break but that isn't their responsibility anyway. They encrypted it so people wouldn't tamper with it in the first place (and from what I gather, few have).
As I pointed out in #6, the infrastructure doesn't matter. There's a very, very good chance EA's servers are 64-bit in order to handle massive databases best. There's also a very good chance the website you're looking at right now (forum.thesims3.com) is running on a 64-bit *NIX server. It doesn't matter what browser you're running because they don't exchange executable code (doing so is a major security vulnerability).
On the other hand, .package files can modify how the game itself runs, since some of caches themselves are .package and can cause functionality issues (I'm surprised you didn't call me on getting that wrong earlier; the store stuff uses .dbc and .ebc). Those caches, in turn, can act as references; the store worlds reference them, for example, for how worlds are set-up.
And can I point out the servers which serve as the host for Simport actually don't handle massive databases well? They've been known for Simport becoming more unstable the more users it has, and in general it's not actually that used these days because of functionality issues. The forum itself also has massive database issues, which are part of what cause the Liam problems and connectivity issues people experience, and it uses a free Java-code forum that, the last time I checked, was 32-bit. The Simport servers are certainly not 64-bit, based on performance observations, and it's entirely possible the forum servers are not either, especially given how the Sims 3 site servers are showing increasing signs of instability.
