What am I missing when it comes to fairies and "Bloom" interaction?

I am playing a fairy and was attempting the Lifetime wish of Bloom of 100 plants. I know my sim can do this because she has already about 3 different times. The problem is after that, I have not seen this option ever again, no matter how much time has passed. Her magic meter is completely full, so any ideas on what I am missing to cause this to fail to appear as an option?
