The default speed is 37, same as without the mod. So yes, 35 would give your sims more time in a sim day to do things, but not much more. Time for them would pass at a rate of 0.95 that of normal, so you probably wouldn't notice much difference.
A speed of 19 (around 0.50) would allow them to complete tasks in roughly half the time. A speed of 23 (around 0.62) not quite as much as 19.
