I wouldn't recommend a setting that low, although I do know players who use 10. Anything lower than 10 will likely cause the game engine to fall over itself and things will misfire or generally not happen as expected.
Again, a good, smooth setting for most players new to Relativity to try out in the beginning is 19 (approx. 0.5 of EA default) and then adjust as they wish from there.
