There are certain career events that pop up from time to time in the rabbithole careers, that result in raises in between or just before promotions. The one Hal got in your game is for solving a cold case, which only comes at that career level, just before the promotion to the next level. It always results in a huge raise, whenever your sim is lucky enough to get it.
