It sounds to me like what you are looking for here are Tuning Mods. These don't come with scripting, so there's no toggles. The effects a Tuning Mod provides are gained if the mod is in play at startup and not so if the mod is removed before then. If there are let's say 30 things like this you wish to adjust, unless you design your own Tuning Mods then you will require 30 of them.
Another way to approach these kinds of things would be to use NRaas Retuner. Then that's one mod and player adjustable in-game by way of menus although some of its autonomy settings will require a Save (As), Quit, and reload of the game in order for them to take hold and there will be a bit of a learning curve involved to get used to its interface and how to find undocumented tuning settings.
Here's kind of a representative sample set of things that can be done with Retuner, but that's only a very tiny portion of what it is capable of reaching.
