Here is the fix I use:
Go to Edit Town
Click on the University Icon to Edit the University
When the University Town loads up, click on the Home Icon.
When your home world loads up, send your Sims to University. It should load up fine.

This absolutely worked!! It would be nice if EA could have just made an expansion pack that didn't screw with everyone, but I'm so glad you found and shared a way around this problem. Thanks! - > @igazor said:

Oh hai, it's me, still playing the game in 2017 because I got a hankering for University and there's still no Expansion for that in Sims 4. Lo and behold, I had this same problem. My computer is able to run Sims 3 with ease now and is a pretty beefed up gaming beast, so load times aren't an issue, but there it sat, stuck at 97% for ages and ages, I let it run for a good solid hour.
I tried @keekee53 solution, but unfortunately it didn't work for me. After many hours of trial and error, I tried the solution above using Nrass Traveler, Error Trap, and Overwatch, and lo, almost instantly the heavens opened up, plopped my Sim down, and we finally began University life. The heavens opening up bit was meant to be reserved for the secret special premium still in beta testing version of the mods, sounds like a copy got leaked out somehow. We'll send you an invoice for it in the morning.
Just kidding of course, glad you got that sorted out. Good luck on your sim's final exams. :)
Other people are reporting the same problems with this. I don't think this classifies as a crashing issue, more like a freezing issue, so I suggest you check out the Univeristy bug thread here at:

how long did you wait at 95%?
reason i ask is because if its not your first visit the game as to update the university hood put more sims in take out sims from uni etc which can take time if your processor speed is low, if the game tips and music is still goin my guess its not crashed its just taking time to load.
mine loads to 70% stops for a bit this is probably where its loading the town then next at 95% this will be adding and updating sims.mine does take a while to load it to.
if you hit crl alt delete bring up task manager while on sims 3 look at the application part if its says running then its just taking its time, if it say not responding then you know it has crashed.- For anyone else having this issue, I did some testing and found out the problem was the world I was using. Aurora Skies and University Life seem to not be compatable, at least not for me.
- I'm having the same problem I got the game two days ago but mine only loads 2% and freezes although music still plays but everything else just stops. I've started over five times and have tried every method I've found, but it freezes at the same spot and has been since 7 am this morning... plz help I just want to send my daughter to college! :cry: :?:
- I had this problem, too. I was using Aurora Skies, and sent my Sims to University. It took FOREVER to load. It loaded 98% of the way, then just hung out for awhile. I walked away from my computer to go to something else, and when I eventually came back it had loaded fine. So unless it actually freezes, it'll eventually load.
