No, buydebug can actually cause problems if you don't turn it off after you use it. Don't get wrong, I swear by buydebug, but I always turn it off after using it.

I use buydebug a lot. Occasionally use familyfunds if I'm building and get stuck - but it depends on the game and why I'm playing it. Often I just want to build something and need the cash to do that.

I have to remember unlockoutfits. I almost never use it and really only use it if someone mentions it here. I've never tried hideheadlineeffects. Might try that one day when making videos - especially of the McFluff cats and their thought bubbles tend to obliterate many of the other 14 cats in the household.

I just looked up moviemakercheatsenabled but haven't tried it out yet. Will have to start playing with it a bit to see what I can do with it. I usually just video my regular game play.

Most often used and favourite build cheats would be ConstrainFloorElevation and SetImportedTerrainOffset. I've been making tutorials on their use and putting them onto YouTube recently.

ResetSim happens as required. Occasionally, but very rarely, use MoveObjects.
