OK. Tried your sim in my game and what I feared is unfortunately true.
Those horrible shoes come with sims. Not another package file inside the sim3pack like usual but with the sim package itself. All you can do, is uninstall the sim itself that it originally came with.
Unfortunatly there is no easy way to do this (except uninstall them all). If you want to keep some, I would suggest, uninstall the ones you can live without and see if it's gone. Then go one by one until you find the culprit. You need to check in game every time.
