This may not be the issue and you already know about it, but with the newest update, all of the Sims 3 Expansion packs no longer appear under 'My Games', but rather under the Information of the Sims 3; all of them are still there and running, just click on the Sims 3 and then press Play;
as for the expansion pack you want to install, just put the Pets disc into the computer and it should let you install it normally.
