Aha, you have the alarm lag for one thing 45rpm - where sims are frozen, but everything else works -
You may also have spawning issues as well but those will just be lags where nothing moves for a second - and you might also be getting spawned Pets and Tourists in areas where they are stuck. All of those lag issues have been covered in this thread, but Crinrict is making them easier to find as she is adding them to her game problems thread -here:

Check through the lag issue area if you don't want to go through this thread, as explainations and solutions are long here and Crinrict tends to just leave the important stuff. I am a YAKER.
But they are all pretty much fixable.
