If the game created them for the concession stands at the festival, I am not sure if it will keep the same ones for the next season or assign new ones, but I think if it moved them in when it gave them jobs, that it should move them out when it takes their jobs away. I think. It has been awhile since I have played without Twallan's mods now, so my memory may not be 100%.
I always just left them in their community houses and the game would take care of them, one way or another.
