For the bugs, you could buy (including in buydebug) a Harvester from Ambitions. For the ocean, sometimes it works to click through another surface, for example an umbrella or the bottom of a boat.
I don't know of any mod that fixes either problem, and it might not be possible through traditional modding, as these both seem to be due to some issue with the world layering rather than a missing feature.
