I'm having this exact same issue - huge block eyelashes, static hair. I'm running the 64bit on Catalina, 2018 Macbook Air. The game runs amazingly smooth, handles mods and CC - but that static + eyelash thing sucks. I'm sure it wouldn't be hard for EA to patch, either. Has anyone found a solution that works, like using CC eyelashes to replace the default?
My only other issues (that seem to be similar to the create a sim is 1) snow falls everywhere except my home lot - animations still exist when walking through snow, can still build snowmen, etc but it's just bare ground and 2) terrain paint does not work WHATSOEVeR. My best guess is graphics conversion issue from normal to the 64bit game that hasn't been fixed yet since they've been pumping out Sims 4 games. I know those are both known bugs as well, but can someone direct me to a master thread on those, please?

@kitkat1819 Yes, you could set your sims' eyelash sliders to the minimum and then apply custom content eyelashes; I've heard anecdotally that this works fine, although I haven't tested myself. As for the static hair, it would help if you attached your deviceconfig to a post (you can edit this one to add it if you want). That issue does not happen everyone, so info about affected hardware is useful.
The snow will only appear on high-detail lots, as in, the current one and any other that gets fully rendered, if you have Advanced Rendering enabled in the graphics options. However, that comes with its own issue:
If you do enable Advanced Rendering, be sure to do so at the Main Menu, then quit to desktop before loading a save. Otherwise, you might see some strange graphics glitches.
I see you've already found the terrain paint thread.
