So no, I did NOT have the CC already in my game, my game was clean.
Before I install a new EP I take the opportunity to remove everything and start fresh. I no longer reinstall the game and the EPs ans SPs since the game code had not changed. Reinstalling does not clean up your content which in the documents foolder and not in the game program files folder.
I share (but not necessarily upload) some "model sims" that hold the CC I want to keep and any lots. Then I move my documents/Electronic art/sims 3 folder to my desk top and start my game. It will create a new sims 3 folder as if I had never played before. I even have to go though the beginning tutorial.
With this clean sweep the DCBackup folder is empty. Then I reinstall stuff from the EA store, my "model sims", any saved sims and lots I want back in my game. I move the saved game folders I want to keep from the desktop to the current sims 3 folder.
All I'm saying is check your DCBackup folder and if it has any files in it you have CC, not necessarily still in your game but I'm guessing still available to be "awakened".
There is CC that can be downloaded into the game that does not come as a package file and does not get saved into the DCBackup folder. I have only encountered CC skin, hair and makeup that attaches this way. It only stays in your game as long as an installed sim (as opposed to one created in CAS) that is wearing the CC remains in your game. To remove the CC delete the sim. I suspect (but this is only a guess) that that is the type of CC that is hitching a ride into the game via simport.
