DLC missing from the launcher

I’ve had this issue since at least 2022. 
My EA app shows me that I own Sims 3 + DLC, and if I install them all and attempt to launch the game- the launcher opens but when I go into owned content it is missing a decent chunk of the DLC. When I click the button that says to install the missing packs, it brings me back into EA app where it shows the packs as owned and already installed.

When I launch into the game, it loads in fine, I get to main menu but it is apparent that the packs are missing.
