v282muyd5lsv Did you also install .NET Framework 3.5? Trying to launch Sims 3 should prompt you to install it, but if not, and it's not already present, the launcher wouldn't even open, as you're seeing right now. So please double-check. Click Windows key-R, enter appwiz.cpl in the run box, click "Turn Windows features on or off," and the .NET entries will be at the top of the list. If you need to install it, restart your computer afterwards.
You can also try uninstalling and reinstalling it, which is occasionally necessary for other players.
If that doesn't help, please provide a dxdiag. Click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop. From there, you can attach it to a reply using the paper clip (Attachment) icon included with the other formatting buttons.
As for the VC++ runtimes, Sims 3 only uses the 2005 x86 version, so the others don't matter.
