I am having the same problem still. I'm on windows 11 and everything is updated, including optional patches. No matter what I do, TS3 gives me error code 16 when I try to save.
I normally always save as, but it doesn't matter ever which way... I've tried pretty much everything mentioned in this thread with no luck. One drive is completely uninstalled, no matter what I try regarding compatability doesn't work, erasing the bad saves while in game doesn't matter and so on. I only use windows antivirus. I cannot revert back to windows 10. So is there still no solution? TS3 is installed to my c-drive with 669 GB of free space, so that's not the issue. :'(
(I also tried Regul Save Cleaner on my previous working save, but it didn't help and also erased or replaced some store content from that specific save. Later the program also crashed on me unfortunately.)
@Qu4s1m0doS Please make sure Controlled Folder Access is disabled or has exceptions for TS3.exe (Origin install) or TS3W.exe (with the W, disc or Steam install). This guide is for Sims 4 and Windows 10, but the principle is the same.

If that doesn't help, please try a new save in a new admin Windows account. Make it a local account, as in, don't sign into Microsoft, and don't sync with any other services you normally use. You won't need to reinstall the game, but your saves and other user content will be inaccessible. That can be fixed later; for now, please just start a new save and see whether you can save your progress. Try both "save" and "save as," the latter while renaming the save.

I added the exceptions and also had no luck with my current save.
However when I tried your second suggestions I was able to start a new game (ofc with no store content, mods or cc - the game created a new TS3 documents folder), speed run through it and "save as" twice with no issues. Then I took one sim traveling to Shang Simla and the error code 16 occurred while trying "save as". But, this time, after erasing the bad save while in game, "save" worked! After that I was able to "save as" once more.
Tomorrow I will try starting a new save including my store content, mods, cc and see how it goes. Hopefully this issue will be fixed eventually, though.@Qu4s1m0doS Do you still get error 16? As im thinking of taking out my mods and store content to see if the issue now lies in the mods or store content. I will try myself tonight with using a local account as suggested and see if that helps 🙂
