No problem, I hope you'll be successful and that this problem goes away soon!
I took out the TS3 documents folder and let the game create a new fresh one. Then I installed all of my store content, deleted the cache files that are safe to get rid of (there are guides online, but maybe backup first to be safe), and copied it to my storage.
If you already have everything installed and working I think the installed store content is in the DCCache folder, premium content in DCBackup (ccmerged.package) and the worlds in InstalledWorlds. You could probably just copy the folders/files needed and replace them in any new TS3 documents folder. But I would double check which ones and backup along the way since I'm not an expert and only did it the way I first described.
You can backup everything and add to this base folder, collections, mods/cc, saves, library. So you'll always have a fresh brand new start instantly if something goes wrong, but with all of your content available. Saves a lot of time when dealing with issues like error 16 and whatever else.

I would just add that installed venues, i.e. the prebuilt lots that come with certain sets, generate files in Library as well. I like to install these one at a time and rename the Library files so I know what they are. As long as the files still end in .package, the game reads them just fine.
I'm also curious whether the size of the Sims 3 folder has anything to do with this issue. Since adding mods and store stuff affects the likelihood of the save process working, and adding the content also increases the size of the user folder, they might be related. You could easily test with just one mod, since they're small. Either way, you'd find out quickly.

Yes, and maybe the size of the save also matters(?). I've now tried running a new save with store content and only the basic nraas mods for better performance. And it's playable. I get error 16 maybe 1 out of 3 times, but am able to save after a while.
What was most interesting to me, though, is that my heavy save with everything installed/mods/cc/2:nd generation of sims, also became playable after I used Regul Save Cleaner on it again. I previously wrote about how I though it messed up my game and that some objects disappeared. Turns out that is just another bug I'm getting and it has nothing to do with the cleaning program. Sometimes my store content won't show up in the launcher (despite being installed and working fine last time I played). Might be the EA-app or something. I often get the error still, but I can save after a couple of attempts.
@PandaLover1698 I'm glad you can play without any errors! Yes, I've tried windows 8 compatability mode, but I can't really tell any difference in how the game behaves on my end. But maybe I should try again and see now that my main save is smaller.

@Qu4s1m0doS ahh I didn't know you had the EA app for your sims 3. That might be why my solution is not working for you as mine is on steam!
I keep hearing about how buggy the EA app is and how it's causing so many issues for people.
