@s1oplus1 Try manually installing the runtime. Open Windows Settings > Apps, scroll down to the Microsoft Visual C++ Redistributables, and if you see a 2005 version that does NOT say x64, uninstall it. (The x86 version doesn't say x86, at least not for the 2005 runtimes.) You can download a fresh copy here:

Since Sims 3 only needs the x86 version, you can skip the other two. Restart your computer after installing and before trying to download Sims 3.
If you get the same error, please uninstall and reinstall .NET Framework 3.5. Hit Windows key-R, enter appwiz.cpl in the run box, click "Turn Windows features on or off," and you'll see .NET 3.5 near the top of the list. Click the filled-in box to uninstall, and restart your computer. Repeat the process, clicking the now-empty box to reinstall, and restart.
