At some point and time it appears you've assigned the .cfg file extension to open with Outlook instead of Notepad. It will be hard for me to explain on this forum how you need to un-do that. But let's see if this worked. If not, well come back to it... I might have to think about how I want you to do it.
What do you have in the Packages folder?
The icon is a little notepad thingy
and in the packages folder there is package files that I have extracted.
Can you post screenshot of the Mods folder with the Resource.cfg file you just pasted and another screenshot of the Packages sub-folder. All you should have in the Packages folder are (.package) files. If you have any in there that may raise the T for teen rating you may want to edit your screenshot in paint. Example attached.
