Okay the Mods folder with the Resource.cfg file look okay from what I can see.
In the Packages folder your files look like program files to me. You need to turn on your file extensions. In Explore, go to Tools and select folder options. On the view tab, scroll down until you see this and un-check it if it's checked. Then your files should show (.package) after the name, just like the files in my Packages folder above.
