Okay that took some time but I finally got it to work. I had to keep restarting my game (over six times) to test everything out. First I removed all my Mods/Packages folder and created a new one with only the Anubis hair and it showed up. Then I removed that folder and put back my old Mods/Packages folder with the Anubis hair in it. In my original Mods/Packages folder I currently had XMS3-FloraHairs. I removed all of those and put them to desktop and the hair showed up. So apparently, any re-textured Anubis_XMS3-FloraHairs conflict with original XMS3-FloraHairs. I did find on her site where she mentions something about the meshes and/or conflicts with the original hairs, whether its XMS3 hair, Peggy hair, or whatever. So give it a try to see if it works. I was able to find the hair in CAS by selecting the show CC only (*) at the top, then it was easier to find.
Here's screenshots of the Anubis360_XMS3-FloraHair029-TFtoEF and Anubis360_XMS3-FloraHair030-TFtoEF hairs. This is the only thing in my Mods/Packages folder.
