You really shouldn't have to delete the (.sims3pack) files. Those are in your Downloads folder in the game files under Documents. This is also where all of your store/exchange/other 3PCC (.sims3pack) items are downloaded. (.sims3pack) files must be installed and removed via the launcher. You should be able to install your (.package) files in the Packages folder just fine. They DO NOT need to be installed via the launcher, all you have to do is extract them from the (.rar or .zip), then copy/cut (whichever you prefer) then paste them into the Packages folder.
From the screenshots you've posted, I don't see anything wrong with your framework and it should accept the (.package) files in the Packages folder. The only thing I'm still not sure about is if the Resource.cfg file is reading as it should. Let's hope what we did worked. If not, we'll have to look at it another day. And I'll have to try and figure out how to explain (in simple terms) how to switch it so the .cfg file extension changes from Outlook to Notepad.
But I am hoping it should (with a few restarts) pick up the hairs in the Packages folder. Otherwise, you will be only the 2nd person that I haven't been able to get this to work for. :(
EDIT: One folder has nothing to do with the other. The (.package) files don't even show in the launcher... Only (.sims3pack) files.
