The Sims 3 base game codes are activated in SecuROM, but they do not have an activation limit.

The only time when this error message shoudl appear is if the key is disabled. In most cases this is because the key that is provided is a bad key stuck from a former install.

If you're affected by this please:
  1. Uninstall the game.
  2. Clear the Origin cache.
  3. Reinstall the game.
  4. Reboot your computer.
