Yep, that's the way it's supposed to work, but I still don't get the interaction when Sim and Pet are at Best Friends Forever... "Pet" is one of the higher-level interactions, but for me it just isn't showing up...
I'm going to keep trying for a while with the current Sim, but I've interacted with the horse he's dealing with enough by now that it should allow me the option to at least
try to pet it (even if the horse rejected that interaction).
Annnnd another glitch:
Rather than let me keep interacting, horses are ending the interaction, walking in a circle, and coming back to the next interaction. It's kind of time-consuming and annoying, and it happened in both games.

tame horse just allowed the pet interaction, their relationship was lower than I thought.It may only affect wild horses/unicorns. Requires more testing. And, since I haven't been able to find wild horses/unicorns near enough to try this yet, it may be a good while longer. They may not be affected in this game. In which case, my guess is that the eye replacers in my other save are somehow causing the missing interaction in that game--which makes no sense, but code is complicated stuff.
That said, Sims shouldn't be adopting horses to be tame in the first place, when I have them unchecked under population control. (So there's still a glitch, even if I manage to be able to pet a wild horse.)
