I can confirm that the same thing happened in a game I was playing. Both the proprietor and my sim were just standing on stage facing each other. I finally reset the proprietor to get out of the action, but the Simfest icon still showed up over the lot the next day. It finally went away on it's own, not sure if it was third or fourth day.
I had no mods at the time and I had updated to the IP patch.
