The difference between a bug and a technical issue is (technically speaking) that something everyone has (like excavating bug, bad mood issue) is more likely a bug than a technical issue. It has nothing to do with the hardware and is there for not technical. It's an error in the code.
Most issues we talk about here are probably bugs and not technical issues. Crashes, EADM problems, graphical issues, CRC Errors, Error messages those are all technical. Since it IS so hard to distinguish and since no mod seems to look in possible bugs ever, most issues are posted here and not where they should belong. I think that's fine and I don't even know WHY they have a possible bugs section, especially since they don't seem to bother to answer there (but then again, that might just be the reason).
