I have another bug to report as well. It has probably been posted before since it is one I noticed in the game before late night but forgot to mention it in the forums.
When I exit the game and then load up my neighbourhood again, some of the acquaintances that my sims had met previously are gone from the friends panel. From what I have noticed, it only happens with people I have a low relationship score with (acquaintances) and everyone else (friends, wife, family members, etc.) are still there.
I'm thinking this might be the cause of the bug I mentioned above. Perhaps I met Paulette Sprague previously, but now that I have loaded up my neighbourhood again she has gone from my friends panel. The game probably still detects her as one of my acquaintances which is why I got the opportunity for her, but she just doesn't show up in the friends panel or map view. It seems like these bugs might be related, but I'm just guessing.
