Different bookcases have different books available in them on community lots so I think this is more a deliberate "feature" than a bug (although it is rather stupid that the library-looking bookcases that are used in all the libraries don't have the skill books available).

Bookcases that DO have the skill books available to them on comm. lots:

I don't think any of the shelves that have come out with any of the EPs/SPs have the skill books options.
