It's not just the Twinbrook library, Bridgeport is the same way (oddly enough, Barnacle Bay does have the skill bookshelves in it).
And thank you crinrict for mentioning the Architect career challenge - I've been thinking it was a EAfail matter all this time rather than a deliberate choice (but like you said, it is annoying is you're not interested in playing the Architect career).
