MW Jessica - that hair does have a thumbnail - you may need to uninstall the hair, then reinstall it if it doesn't show for you because I see the picture with no problem in my catalog.
On the Adult flirty pigtails - who ever reported that - that hair is only for certain outfits - I believe it's for sleep, athletics, and I think swimming. I know for adults it wasn't for everyday or formal. I'm still not positive for the swimming - but one of my females uses that hair for sleep and while working out. I have her wear her hair down for swimming though so I don't recall for sure if it was useable for swimming. So if you are trying to dress your adult sim in that hair with everyday or formal it will keep changing. Sims has always had certain hairs that were not for all types of clothing so it does not surprise me. The little girls version does work for everyday though.
Lastly - Townies clothing can vary and they frequently will wear off the wall stuff the same as certain sims with certain traits will wear weird and often unappropiate clothing. Like those stupid jester hats and new Years hats. Silliest thing to see a big burly bouncer standing at an exclusive club with a jester hat on - but this can not be fixed from what I understand as - number one - townies clothing is random and any sims that have insane or inappropiate traits will also wear the most outlandish things at the most inappropiate times. But this has existed since this Sims 3 came out and has always been the explanation as to why townies and even certain playables wear weird clothing.
