Another idea: Set the lot type to residential lot and then back to community lot.
Skim around the community lots to find a lot that has lots of people to see if that is really the case.
Everywhere is just empty, even the park. Mixologists run to and from bars but only stay literally for 5 seconds. There is the odd "normal" sim in the street but they don't go into any community lots. The only sim who came into a bar was the paparrazi because my sim is a celeb. I can't find a mass of people anywhere but they can't all be stuck because the mixologists are running about.
The maid's car thing arrives to the flat, just not the maid.

reset theam all again and check if they are flocking back to that lot. If so, yes.
It it is, I would try to save the lot to the library, bulldoze it and replace it with a new copy
yes to the first part so I bulldozed the lot and replaced it but the sims still keep coming. It's like the whole town is there. I set the lot type to no visitors allowed but that hasn't worked.
