That patch is here and there are actually lots of fixes. The manual Patch can be downloaded here: Patch 1.29 (850 MB) I myself will not continue to compile this thread. See page 119 for details....

This is just how the game records partnerships with businesses. It's by household, not individuals. Everyone gets the Partner/Owner memory because, according to the game, the entire household has the rights to that building/lot. This includes the people who don't go there and buy the lot out themselves. As such, the memory notification will show the "incorrect Sim" because it is alerting you that every Sim in that household is now the property owner. Not just the one who bought the property.
I see, this behavior is by design.
I had not tried the sprial staircases. I not played the game since I installed the update but I will when I get The Sim 3 Pets installed in my PC. I am unsure if the China lag problem is fixed in The Sims 3 Pets.
