Has your sim read all the fishing books? From their titles, I'm not sure whether they secretly include those two particular fish amongst another bait book. They can also use trial and error (trying out different baits, if they use the correct one then they will have 'learnt' it).

If all else fails, you could look up the bait on the internet (I won't tell you here what they are and spoil it) - then have your sim use those items.
