@FairyDustdoesMC Yes, technically you can buy DLC, including Sims 3 packs, without owning the base game. Of course, you can't play with the packs unless you install the base game first.
Do you want to buy Late Night? If so, you'd be better off buying the Starter Pack, which includes the base game, LN, and High-End Loft Stuff, ($20 U.S.) rather than buying LN separately. It's unlikely that the base game would be less than $10: I've never seen it on sale for that little. So you might be saving money in the long run, and at least coming out even, by getting the Starter Pack now.
