yes the tractor is with the set found in transport ? does it want you to buy it in the game with your sim house hold money ? or simpoints ?

It doesn't mark it as,"owned', like when the tractor is on sale.
i've had that happen with some sets i own depending on which page i checked on one is a compilation made up or three sets the individual sets show up as owned but the compilation of the same 3 sets wants me to buy them again
are you checking the tractor while not logged in if you do that you will see a buy sale price
check this page you'll need to log into the sims 3 site and see if it has download on it
as long as the tractor is in your game with rest of the items and the venue it should be fine
