I have moved your question to The Sims 3 forums.

See whether you are able to change the screen resolution by editing the file directly, as described by crinrict here.

1. Close the game
2. Go to this file: Documents\electronicarts\thesims3\options(.ini)
3. Open the file with a text editor
4. Find the line for the screen resolutions and change it to what you want
5. save the file
6. Start the game.
