It's not absolutely necessary to change any settings in Control Panel for the game to work; the default profile is usually fine. The one thing you definitely need to do is limit your in-game framerates, but CP is only one way to do that. If you play in fullscreen, you can enable v-sync for TS3.exe (Origin install, patch 1.69) or TS3W.exe (disc or Steam install, patch 1.67), although this setting won't work in windowed mode. For windowed, you'd need to use an outside tool like Nvidia Inspector or RivaTuner Statistics Server, both free downloads.
You can check your in-game framerates by bringing up the cheats console (crtl-shift-C) and entering "fps on" without quotes. A number will appear in the upper right corner, and it should never go above the refresh rate of your monitor. ("fps off" makes it go away.) If you need help bringing down fps, let me know.
By the way, your laptop has dual graphics cards, the 1650 and the Intel (probably a UHD 630) integrated into the processor. The computer will usually assign the dedicated card to the game automatically, but if this isn't happening, or you're seeing low framerates, you can set the Control Panel to use the Nvidia card for Sims 3.
