@Cswanxx  There is no way for you to register your code, or any code that has already been used, in a new account.  EA doesn't allow codes to be shared or transferred.  However, there might be a way for you to fix this.  If your sister doesn't need her Origin account anymore, you might be able to convince someone in EA customer support to merge her account into yours, and the game would then be in her library.

If she can't remember her account details, it might be impossible to convince a support rep to help you.  But if she still has a TS3 game folder somewhere, on whichever computer she played, there will be a file in her Downloads folder labeled with the email address she used to register the game.  (The path would be Documents\Electronic Arts\The Sims 3\Downloads.)  Hopefully, she still has or can restore access to that email, and then you could confirm her ownership when you contacted support.

One thing to keep in mind is that while EA doesn't allow codes to be transferred or shared, this rule is not supposed to apply to members of a single household.  It's perfectly reasonable for siblings or parent and child to buy one copy of a game to share, which is what you and your sister did.  The fact that you're now in this situation is unfortunate, but you might be able to find a rep willing to help you sort it out.  If the first person you contact isn't particularly helpful, you can always try again later with someone else.  It would be useful to have photos of your original disc, case, and insert on hand for the chat, as well as your sister's account info, if she's willing to provide it.

If you can't manage to convince EA support to help you, and you can't install via disc again, then you're probably out of luck.  However, both Origin and Steam have occasional sales of TS3 and its packs.  (Steam provides codes to register in Origin so that you have the option to play in either platform, but it doesn't work in reverse—Steam won't recognize Origin codes.)  Origin's sales are sporadic, but Steam usually has a holiday sale over the winter; last year, the base game and its packs were offered for $5 each, although the price isn't always that low.  If you're willing to wait, you could keep an eye on both platforms and rebuy the game cheap.
