@casualfan0  I've split your post into its own thread since you don't appear to have the DirectX 9 issue, both from your description and from the dxdiag.  By the way, your computer has DX12 installed by default, but Sims 3 uses DX9, and the two runtimes can coexist.  The game can't use DX12 though, hence the need to install DX9 if it's not already present.

For the issue itself, try forcing Sims 3 to launch in windowed mode.  Go into Documents > Electronic Arts > The Sims 3, open options.ini, search for fullscreen , and set it to 0 (zero).

If that doesn't help, please look for new errors in the Reliability Monitor.  Hit Windows key-R and enter "perfmon /rel" without quotes, and you'll see a chart of errors and updates with a column for each day.  Today is on the right.

Look for an error that happened at exactly the time of your most recent attempt to launch Sims 3, specifically after you've done the above.  If you find one, double-click it to see more details, then copy that info and paste it into a reply here.  If you don't see a new error, check back in an hour or so—the Reliability Monitor doesn't always update right away.

    hey it works, but, does that mean i can't play fullscreened at all? is there a way to work around this because in december i never had this problem.

    @casualfan0  You can set the game back to fullscreen while also changing the in-game resolution to match your laptop screen, i.e. 1920x1080.  If that doesn't help, you can download Windowed Borderless Gaming, which is a free tool that gives you the fullscreen look with the functionality of windowed mode.  It works well with Sims 3.

    Oh while I'm here, and thank you by the way, I own the sims 3 on steam, but the EA app isn't detecting I own it on steam even though I have mass effect on steam too and it was able to identify it. Is there a way I can trouble shoot this?

    @casualfan0  With the MELE, as with most newer EA games, you can own the game through Steam and NOT the EA App, and the App is telling you that you need to manage and play the game through Steam.  That's the reason for the Steam logo.

    This is not the case with Sims 3.  Since the game is showing in your EA App library, I take it you've registered your Steam CD Keys, and that has the same effect as if you'd registered hard copies, or if you'd bought directly from EA for that matter.  That is to say, you now own the game outright in the EA App as well as in Steam.  It's just the way most of these older games work.
