I don't think that there is, the slowness comes naturally with the CC, and the mods. You can't have both, excellent quality by use of more personalized content and short loading times. There's something of a balance between the quality and length of waiting times you need to find for your game. There's one thing you could try though. Try changing your settings in game, tuning the picture quality down or checking the "soften edges" box off.
