go to edit town change the lot type to hangout ( the default lot type is visitors allowed) then back to yourgame then your sims if they have enough money can buy the venue you set the hours and menu by clicking on the new oven in the venue
same here i cant even place it cuz i cant even find the actual building
let me fire up my game i'll take some pictures load 'em up to photobucket and post them here
then once you select the lot type to visitors allowed OR hangout tick accept after that click on the empty lot again then in the libiary click on the bistro then clcik on the empty lot and place the bistro in your town make sure the lot size your putting the bistro on is the same size as the bistro for example 30x30 then return to game to start playing ...if the venue is not showing up at all then read this thread

The venue can be found in build mode, for example, Gt to a blank lot and change it to whatever lot type you want, click build an buy mode then your going to see the pic in the right hand corner of the basement an right next to it your going to see a pic of a building called community objects, click that one an then you will find the venue its called Little Corsican bistro and I guess you can go from there, but you can only set up outside if you place it on a big enough lot
I know im late but you should try going to edit town an then community lots an see if you find it.
